Description

The process to build:

You request an urban planning certificate from the town hall (we have it and can provide it) and an architect confirms if the property is buildable.

If buildability is confirmed, the next phase is the architect’s project:
Includes design, technical report, landscape integration, and energy study.
Cost: 4–7% of the construction budget.
This phase lasts between 3 and 6 months because the project must be refined to avoid problems and last-minute changes. The project can always be modified during construction but modifications must be submitted to the town hall to obtain the final construction approval.

The project is submitted to the town hall, which forwards it to the Consell de Mallorca.

The Consell de Mallorca (mandatory) reviews that the project complies with the Territorial Plan and landscape integration.
Duration: 9–18 months.

4. Municipal license
The town hall grants the license once the Consell issues a favorable report.
Be aware that there can be deficiencies that must be corrected, which can lengthen the process, so consider that it takes around 2 to 3 years to get the license. The license is granted after paying fees: fees are 3–5% of the construction budget according to the town hall.

Fees are paid based on the budget presented by the architect to the town hall, not the actual cost.

Cost: €800–1,500

6. Well or water alternatives
In Mallorca, depending on the area, a well may or may not be allowed. Building a well requires a license; paperwork costs about €1,500, and drilling costs around €70 per meter of depth. Wells typically reach 70 to 100 meters deep. A well costs around €10,000.

If wells cannot be built because the aquifers are protected, cisterns and tanks must be constructed: €3,000–10,000.

7. Electricity
Options:
Connection to the grid: not always possible depending on distance. If possible nearby, costs vary between €3,000 and €10,000, but if not, it can reach €50,000 or more.
There are many protected zones where electricity is not allowed. In such cases, an autonomous photovoltaic system must be installed, including batteries and a generator. The cost is estimated at a minimum of €30,000 depending on the installation type.

8. Construction
Construction costs in Mallorca are approximately €2,500–3,500 per m² finished. Payment is made based on certifications, i.e., work completed and certified by the technical architect supervising the daily construction.

9. Construction monitoring (Technical Architect)
Includes execution management, safety, and certifications.
Cost: 2–3% of the construction budget.

10. Completion and legalization
Once construction is finished, technicians sign off the completion, register the new building with the cadastre, obtain municipal completion approval and habitability certificate, and register the new construction.

Construction: €450,000–550,000
Technical fees: around €40,000
Municipal fees: around €20,000
Well/electricity/geotechnical: €12,000–35,000
Other expenses: €2,000–6,000 (georeferencing house and plot, certificate, etc.)
